Alabama
Residents who own or lease an EV or plug In- hybrid (PEV) can save with charging during off-peak hours with Alabama Power.
Alaska
There are three different companies offering incentives to residents in Alaska.
Chugach has a residential EV charging program that provides $200 per residential charger, with each residence qualifying for up to 2 chargers max.
AP&T’s AMP-UP program has a minimum battery size incentive that helps a range of different electric motorcycles to qualify. With a 16 kWh to 14 kWh battery-powered vehicle, customers and employees qualify for $500.
Alaska Electric Light & Power also has a 16 kWh minimum battery size incentive for discounted charging during off-peak hours.
Arizona
The Arizona Department of Transportation (ADOT) has a High Occupancy Vehicle (HOV) Lane Exemption that is for use for qualifying alternative fuel vehicles (AFV). Vehicles must be powered exclusively by an alternative fuel and have an AFV license plate.
Arizona residents who purchase a level 2 EV charging station can receive $250 from Arizona Public Service Company (APS). APS also has a Smart Charge Program providing residents $85 of bill credit every year.
The Salt River Project (SRP) also provides customers a $250 rebate when purchasing a Level 2 charger.
Tucson Electric Power (TEP) offers up to $500 to install a Level 2 EV charging station
Each of these initiatives offer time-of-use charging discounts.
Arkansas
Entergy Electric’s eTech program offers $250 to install a Level 2 EV charging station to their customers. While Southwestern Electric Power Company provides residents and renters $250 when they install an ENERGY STAR-certified Level 2 EV charging station.
The Drive Free for a Year Program provides Carroll Electric Cooperative members $30 in monthly credit for EV charging costs and $250 to install a Level 2 charging station. To qualify members must apply within 45 days of purchasing or leaving an electric vehicle.
California
There are several initiatives and programs offering various kinds of rebates to California residents. Many of the incentive amounts vary based on income.
California also allows EV drivers to use HOV carpool lanes regardless of occupancy, provided they obtain a "Clean Air Vehicle" sticker from the Department of Motor Vehicles. This privilege encourages more drivers to adopt environmentally friendly vehicles.
The Clean Vehicle Assistance Program (CRVP) offers grants to residents living in disadvantaged communities (DAC) and low income and access to high-occupancy vehicle (HOV) lanes. On the site, maximum income is provided by household size.
Clean Cars 4 All - serves the five largest air districts in California: South Coast Air Quality Management District (AQMD), San Joaquin Valley Air Pollution Control District (APCD), Bar Area AQMD, Sacramento Metropolitan AQMD, with and upcoming program in San Diego APCD. You can apply through the air district that best serves you. Requirements will be based on household income and qualifying vehicles.
California Air Resources Board (CARB) offers grants to qualifying EV buyers, providing potential incentives of up to $5,000.
Moreover, the Clean Fuel Reward Program offers a point-of-sale rebate of up to $750 for the purchase or lease of new electric cars, hydrogen fuel cell vehicles, or plug-in hybrids, subject to specific criteria.
These programs collectively offer a substantial pool of incentives, exceeding $30,000 in potential rebates. However, it's important to note that application procedures and disbursement timelines may vary across programs.
In addition to state-wide initiatives, several local programs exist, each tailored to specific regions or utility providers.
For instance, Alameda Municipal Power (AMP) has a base incentive of $1,500 and a $6,000 incentive available to low-income buyers, Antelope Valley Air Quality Management District has an incentive up to $500, and Bay Area Air Quality Management District offer unique incentives and rebates tailored to their respective communities. These local programs often complement state-wide initiatives, providing additional opportunities for residents to benefit from EV adoption.

Colorado
Colorado residents can be eligible for more in tax credits the earlier a purchase for an electric vehicle is made. State incentives are based on vehicle type and year of purchase which ranges for tax credits from $500 up to $12,000.
Colorado residents can claim a state tax credit of $5,000 when they buy or lease a new electric vehicle (EV) starting from July 1, 2023, as long as the vehicle's manufacturer's suggested retail price (MSRP) does not exceed $80,000. Federal tax credits are available to Colorado residents for new EV purchases, or tax credits up to $7,500.
The Vehicle Exchange Colorado (VXC) Program helps residents of Colorado partially cover the upfront of an electric vehicle when exchanging an older gas-powered vehicle. Based on income and vehicle type, residents can find how this program can best assist them through the Colorado Energy Office.
Black Hills Energy offers customers a rebate of $500 for purchasing an approved EV charger. A $1,300 rebate is also available to customers based on income. Learn more about the available rebate requirements through the Black Hills Energy site.
Gunnison County Electric Association (GCEA) members have different benefits available to them. Rebates are available for used electric vehicles, offering 25% off the purchase price up to $1000. Qualifying plug-in hybrids also get 25% off purchases, up to $500. For those who want to install a level 2 charger, rebates are up to $1,250 and up 2 chargers. Customers must sign up for residential time-of-use rates and request a rebate within 90 days of installation. Members can also qualify for 25% off the purchase price of electric motorcycles for up to $250.
Holy Cross Energy will reimburse members for the entire cost of 2 chargers up to $549.
San Isabel Electric Association (SIEA) offers a $500 rebate for members purchasing qualified EVs. Rebates are also available to members who buy and install a Level 2 EV charging station.
Xcel Energy offers customers $3,000 off a used EV or $5,500 off a new EV as long as they meet the income requirements which varies by county and buy or lease from a Colorado based dealership. This rebate cannot be combined with the Colorado State EV Credit. There are also home charging programs where you can be eligible for $50 off your electric bill annually as well as a Home Wiring Rebate where you can get up to $1,300 for installing a Level 2 charger.
Connecticut
The Connecticut Hydrogen and Electric Automobile Purchase Rebate Program (CHEAPR) offers incentives to purchases of electric vehicles (EV), plug-in hybrid electric vehicles (PHEV), or hydrogen fuel cell electric vehicles (FCEV). Incentives are avaialble to income qualified customers for up to $7,500 for purchases and leases of a new eligible vehicle.
Eversource provides customers with a $500 rebate on qualified level 2 smart chargers, a $500 rebate for help with a home wiring upgrade and a $100 incentive for Telematic vehicles for those who are not eligible for a charger rebate.
Norwich Public Utilities (NPU) customers are eligible for up to $1,000 for new and used electric (EV) or plug-in hybrid electric vehicle (PHEV). For charger purchases and installation rebates are up to $4000. More information about requirements can be found on the NPU website.
United Illuminating (UI) offers rebates to customers enrolled in the EV Charging Program. Customers can receive up to $500 for a new EV charger and up to $500 more for any wiring upgrades. For those who already have a charger, it is possible to receive a $100 incentive for signing up for the CT EV Charging Program.
Delaware
Residents of Delaware purchasing or leasing an electric (EV) can receive rebates up to $2,500 or up to $1,000 for a plug-in hybrid electric vehicle (PHEV) from the Clean Vehicle Rebate Program.
EV owners of Delaware can also check out Delmarva Power’s special time-of-use rates to save money on charging. Charging at off-peak hours (8:00 PM – 12:00 PM on weekdays, all hours during weekend) can help reduce the cost of electric bills.
Delaware Electric Cooperative also offers special time-of-use discounts, a one-time $100 billing credit and $5 towards monthly billing during the summer.
District of Columbia
The Alternative Fuel Vehicle (AFV) Tax Credit of 50% of the costs to install a charging station, with a credit up to $1,000 per electric vehicle charging station.
Excise Tax Exemption applies to qualified EVs who are exempt from the excise tax imposed on an original certificate of title.
Florida
Duke Energy customers with a level 2 EV home charger are given a monthly $10 bill credit towards their Duke Energy bill if they charge during off-peak hours.
The Jacksonville Electric Authority (JEA) offers up to $300 rebate for necessary wiring upgrades. For off-the-peak charging JEA will reward customers with up to 2,400 miles of free charging.
The Kissimmee Utility Authority (KUA) offers a $100 rebate per electric vehicle per household and an additional $100 rebate for the install of a Level 2 charger.
The Orlando Utilities Commission (OUC) will give EV test drivers at eligible dealerships a $50 gift card. Residential customers can receive a $200 rebate when purchasing or leasing a new electric vehicle.
Georgia
Cobb EMC offers participants of the Cobb EMC's Energy Network $250 for the installation of an EV charger.
Georgia Power customers are eligible for up to $200 for charger purchases and installations completed between Jan 1, 2024 – December 31, 2024.
Hawaii
Hawaii Electric Company provides a EV Charging Station rebate.
The Smart Charge Hawaii program has a $150 cash incentive when you connect your EV to ev.energy’s platform with the purchase of a smart charging station from EnelX
Idaho
Electric vehicles (EV), plug-in hybrid electric vehicles (PHEV), and hybrid electric vehicles (HEV) owners are exempt from state motor vehicle inspection and maintenance programs.
Illinois
The Illinois Environmental Protection Agency (IEPA) has a $4,000 rebate available to residents who purchase an electric vehicle and a $1,500 rebate for the purchase of an electric motorcycle. Vehicles must be purchased from a dealer in Illinois and participants must apply for the rebate within 90 days after purchase.
The Ameren Illinois ChargeSmart program offers a bill credit to residential customers who charge during preferred charging times (11 p.m. – 7 a.m.)
Indiana
Indiana Michigan Power customers can get a $500 rebate and receive 30% off the standard charging rate with time of use charging. (11:00 pm to 6:00 am)
Applied Energy Services (AES) gives a $250 rebate when you purchase a level 2 charger through the AES Indiana Marketplace. Participants also receive a $50 incentive per year after enrolling in the program. For those who already have a compatible charger, with the EV Managed Charging Program you can receive a $250 prepaid Mastercard® enrollment bonus and a $25 prepaid Mastercard at the end of each season.
Duke Energy drivers with eligible chargers can receive up to $200 in annual bill credits for off-peak charging.
Iowa
The Iowa Association of Electric Cooperatives (IAEC) is comprised of different members who offer specific rebates based on where you are locally. To find the electric co-op that best serves you, find more information on this site.
Kansas
Alternative Fuel Vehicle (AFV) Tax Credit allows up to $2,400 in tax credit for qualified vehicles. There is also another incentive, up to $750 for the original puchase of an equipment manufacturer AFV.
Kentucky
There aren’t currently any state or local incentives available to Kentucky residents, but federal incentives are.
Louisiana
Entergy/eTech offers a $250 incentive for residential level 2 chargers.
Southwestern Electric Power Company (SWEPCO) offers Louisiana homeowners and renters $250 when they install an ENERGY STAR-certified Level 2 EV Charging Station to their home.
Maine
Maine residents are eligible to receive $2,000 for new electric vehicles (EV) AND $1,000 for new Plug-in Hybrid Electric Vehicles (PHEV). Eligible Vehicles List For those considered low and moderate-income, incentives for used and new vehicles range from $2,000 to $7,500. More information can be found here.
Incentive for eligible chargers includes a one-time $50 payment in the month of May following initial enrollment, then participants get paid $50 annually in the month of December. Learn more here.
Maryland
The Electric Vehicle (EV) and Fuel Cell Electric Vehicle (FCEV) Tax Credit in Maryland allows qualified purchasers to receive up to $3,000.
Maryland Energy Administration (MEA) offers residents up to $700 when they install an eligible EV charging station. (FULLY EXHAUSTED- I believe)
Potomac Edison offers a $300 rebate for the installation of a level 2 EV charger while supplies last. Residents can save 2 cents per kWh for charging during off-peak hours.
Baltimore Gas and Electric Company (BGE) offers residents who enroll in the BGE's EVsmart® program rebates up to $270. Charging during off-peak hours can save drivers with eligible chargers up to $120 per year.
Pepco brings their residential customers a special time of use rate during peak hours. (Monday – Friday from 12:00 p.m. to 8 p.m. excluding holidays.)
Massachusetts
The Massachusetts Offers Rebates for Electric Vehicles (MOR-EV) offers purchasers and leasers of electric vehicles (EV) between $3,500 to $6,000 within 90 days of purchase or lease of an eligible vehicle. More information regarding eligibility and the application process can be found here.
Eversource has a Managed Charging program that allows participants to earn up to $10 per month for charging during peak hours.
Braintree Electric Light Department (BELD) has a Smart Charging Program which allows participants to receive $8 per month in bill credit for off-peak charging.

Marblehead Municipal Light Department (MMLD) and the Massachusetts Municipal Wholesale Electric Company, (MMWEC) have partnered together providing free and discounted level 2 electric chargers to customers of the NextZero Scheduled Charging Program.
The Charge Smart MA app can help EV customers get a $50 enrollment incentive and save $100 a year when charging during off-peak hours.

The SELCO EV Rebate Program provides SELCO customers with an incentive for the purchase or lease of new and used battery electric vehicles (BEVs) and plug-in hybrid electric vehicles (PHEVs) plus an additional amount for income-qualified households.
Michigan
Consumers Energy PowerMIDrive™ rebate program gives customers back $500 when they install an approved Wi-fi that can be connected to their level 2 EV charger at home. The Bring Your Own Charger program they have available can also save customers $10 a month if they charge overnight between 11 p.m. and 6 a.m.
Indiana Michigan Power offers residents with multi-unit dwelling (MUD) a $2,500 when installing a level 2 EV charging station. For each additional level 2 EV charger installation, customers can receive another $500.
DTE Energy Charging Forward Rebate offers $500 for customers who buy or lease an electric vehicle, install a qualified Level 2 charger, and enroll in the time-of-use program with discounted rates.
The Holland Board of Public Works offers residents who purchase and install a level 2 EV charging station $300. To receive the rebate customers must sign up and abide by the rules of their off-peak rate charging program.
Lansing Board of Water and Light introduces time-of-use rates tailored for Michigan residents who enroll in the program. Furthermore, they extend a generous $1,000 rebate towards the installation of a Level 2 electric car charger, incentivizing sustainable transportation choices in the community.
Great Lakes Energy is offering residential customers an $800 rebate upon the purchase of a Level 2 electric vehicle charging station. Additionally, customers are eligible for an extra $500 rebate when they choose to purchase or lease a new EV.
Presque Isle Electric & Gas Co-Op (PIEG) provides substantial rebates to encourage EV adoption among residents. New EV buyers can benefit from a generous $1,500 rebate, while those opting for pre-owned EVs are eligible for a $750 rebate. An additional $600 rebate is available for the purchase and installation of ENERGY STAR-certified Level 2 charging stations.
Minnesota
The Minnesota Department of Transportation (MnDOT) introduces a unique incentive program aimed at encouraging electric vehicle (EV) adoption. Eligible EV owners in Minnesota can now enjoy a one-time account credit for toll lanes. This initiative offers a $125 credit for those who have a new or used plug-in hybrid electric vehicle, while those selecting an all-electric vehicle can receive a $250 credit. To qualify, vehicles must be purchased or leased between November 1, 2019, and October 31, 2025.

Great River Energy facilitates EV adoption by offering a time-of-use discount and rebates of up to $500 to cover the project cost of installing a Level 2 charger at home. Additionally, they provide incentives for purchasing or leasing a Level 2 EV charger, further lowering the barrier to EV ownership.
Runestone Electric sweetens the deal for EV enthusiasts with incentives of up to $500 for installing a Level 2 EV charging station, complemented by enticing time-of-use incentives, making EV ownership even more attractive.
Connexus Energy extends support to EV owners by offering rebates of up to 50% of the total project cost of a Level 2 charger installation or $500 (whichever is less) upon meter socket installation. Participation in a time-of-day or off-peak electric vehicle rate is a prerequisite for availing these benefits.
Dakota Electric Association rounds up the offerings with time-of-use incentives and up to $500 in rebates for installing a Level 2 charger at home, providing EV owners with multiple avenues to save on charging costs and promoting sustainable transportation.
Mississippi
Mississippi Power facilitates rebates of up to $1,250 for individuals acquiring or leasing new electric vehicles (EVs). For those opting for used EVs valued over $10,000, a $750 rebate is available. Plug-in hybrid vehicle owners, whether purchasing, leasing, or opting for a used vehicle, stand to gain a $750 incentive. Additionally, customers integrating Level 2 chargers can receive an extra $250 rebate.
Missouri
Evergy extends a $500 rebate to customers upon the purchase and installation of a Level 2 EV charging station. Furthermore, Evergy offers a time-of-use discount rate for charging.
Kirkwood Electric gives residential customers a $300 rebate for installing a Level 2 EV charging station.
Montana
There aren’t currently any state governing entities or local utility providers that offer incentives or rebates to Montana residents purchasing or leasing an electric vehicle.
Nebraska
Nebraska Public Power District (NPPD) and Southern Public Power District (SPPD) present residential customers with a $500 rebate for the installation of qualified Level 2 charging stations.
Moreover, SPPD extends an additional $500 rebate to assist with the pre-wiring expenses associated with new EV charging station installations. NPPD complements this by also offering an additional $500 for wiring upgrades.
Nevada
NV Energy offers residential customers with electric vehicles (EVs) a time-of-use rate plan a $500 discount or 75 percent of installed costs for installing a Level 2 charger. To qualify for the full discount, customers must allow NV Energy access to their charging data and use an approved charger. The discount reduces to $250 for those not sharing charging data. This incentive is limited to the first 1,000 customers who apply and pay a $35 application fee.
New Hampshire
NHEC provides residents with a $1,000 rebate for buying or leasing a new or used electric vehicle. Time-of-use rates are also available for residential customers with EVs.
Customers can also receive a $300 charger incentive for up to two installations per household and benefit from discounted off-peak charging rates. Existing Level 2 charger owners can qualify for the $300 rebate by signing up for off-peak charging. New Jersey
New Jersey
New Jersey offers a sales and use tax exemption for new and leased zero-emission vehicles.
The Charge Up New Jersey Program provides rebates to residents purchasing or leasing new zero-emission vehicles. Incentives are up to $4,000 based on vehicle price and electric range as rated by the EPA.
PSE&G provides a bill credit of up to $1,500 for upgrading customer-side assets behind the electric meter to install a Level 2 EV charger. Additionally, customers can offset up to $5,000 for pole-to-meter utility service upgrades if needed. Off-peak charging discounts are also available.
Atlantic City Electric offers residential rebates of up to $1,000 for installing a Level 2 EV charging station.
New Mexico
Powering New Mexico provides a $500 credit to customers upon installing Level 2 EV charging stations.
El Paso Electric (EPE) offers a $500 rebate for purchasing and installing ENERGY STAR-certified Level 2 EV charging stations. Additionally, EPE extends a $2,300 rebate to low-income customers.
Xcel Energy provides a $2,500 rebate for low-income customers who meet eligibility criteria. Furthermore, Xcel Energy offers a $500 rebate for dedicated electrical circuits for Level 2 chargers, and a $50 annual credit for residents who charge EVs during off-peak times. Alternatively, customers can opt for a monthly rental plan for charger installation and maintenance at $12.
New York
New York State Energy Research and Development Authority offers rebates of up to $2,000 for eligible new EV purchases or leases.
Central Hudson Gas & Electric provides time of use discount rates for charging.
ConEdison's SmartCharge New York Program provides a $25 bonus for each EV or charging station owned. Additionally, they offer a $35 monthly incentive for summer off-peak charging and special rates for off-peak charging throughout the year.
Orange & Rockland Utilities customer offer discounts on electricity rates for off-peak charging.
National Grid helps customers save when charging during off-peak hours from 11pm to 7am.
North Carolina
Piedmont Electric Membership Corp. offers a time-of-use rate for EV owners and a $50 bill credit rebate.
Cape Hatteras Electric Co-op provides a $100 bill credit upon installing a Level 2 EV charging station, along with a time-of-use electricity rate for EV owners.
Randolph Electric Membership Corp. actively offers a $500 rebate to the first 50 applicants who purchase a qualified Level 2 EV charging station. They also actively provide a time-of-use rate to residential customers with electric cars. Customers of Randolph Electric can also actively become members of the ElecTel Cooperative Federal Credit Union and actively qualify for low-rate loans for electric vehicles.
Roanoke Electric Cooperative implements a time-of-use discounted rate scheme targeted at residents who either own or lease an EV. Furthermore, members can benefit from the provision of a new home charging station, installed professionally at zero cost. Duke Energy has a $10 monthly bill credit available to residential customers using a Level 2 home charger during off-peak hours.
Surry-Yadkin Membership Corp. will extend a $500 rebate upon the purchase of an electric or plug-in vehicle.
North Dakota
Unfortunately, state governing authorities and local utility service providers do not currently offer rebates or incentives for North Dakota residents purchasing or leasing electric vehicles.
Ohio
Firelands Electric Cooperative gives a $250 rebate to members when purchasing and installing a Level 2 EV charging station.
Oklahoma
Oklahoma Electric Cooperative offers a $300 rebate to residents who own electric vehicles and meet specific charging requirements.
Public Service Company of Oklahoma provides up to $250 for installing ENERGY STAR-certified Level 2 EV charging stations.
Oregon
The Oregon Department of Environmental Quality's Charge Ahead Rebate program provides up to $5,000 for low- and moderate-income households purchasing or leasing new or used battery electric or plug-in hybrid electric vehicles.
Eugene Water & Electric Board offers up to $500 in rebates when they install a qualified Level 2 charging station.
Portland General Electric provides a time-of-use rate for EV owners and offers rebates of up to $300 for purchasing Level 2 EV charging stations. They also offer incentives for upgrading electrical panels.
Emerald People’s Utility District extends a cash rebate of up to $200 to individuals upon the installation of a qualifying Level 2 charger at their residences.
Similarly, Central Lincoln offers its customers a $250 rebate upon the purchase and installation of a Level 2 charging station as well.
Consumers Power Inc. provides customers with an instant rebate of $400 for the installation of qualifying EV charging stations.
Pacific Power also presents residential customers with a substantial $1,500 rebate for the purchase and installation of new Level 2 EV charging stations.
Pennsylvania
The Pennsylvania Department of Environmental Protection offers rebates of up to $2,000 for qualifying vehicles, with additional savings for low-income residents.
